That this State Convention of The Nationals WA supports amendments to the Western Australian Petroleum and Geothermal Energy Resources Act 1967 to include a ‘right of veto’ by landholders to protect their interests from exploration and production by commercial onshore oil and gas operators.

Lease of Western Power

That this State Convention of The Nationals WA supports the lease of Western Power, provided the universal tariff is retained, infrastructure is suitably maintained and proceeds from any lease are reinvested into new and innovative infrastructure.

Asset Recycling

That this State Convention of The Nationals WA calls on the State Government to ensure any proceeds from the sale of State Assets are reinvested into infrastructure, especially regional infrastructure.

Rural Fire Service

That this State Convention of The Nationals WA, following the Ferguson Inquiry into the Yarloop Bushfires, supports the State Government’s decision to establish a Rural Fire Service and calls on the Government to commence work without delay.

Geraldton Hospital

That this State Convention of The Nationals WA support the expansion and redevelopment of the Geraldton Hospital.

Airline Regulation

That this State Convention of The Nationals WA calls on the Minister for Transport to regulate all airline services in regional Western Australia.

Step-up Step-Down Facilities

That this State Convention of The Nationals WA support the provision of subacute (step up step down) accommodation in association with every regional hospital that has an inpatient mental health unit.

Digital Communications

That this State Convention of The Nationals WA calls on the State and Federal Governments to prioritise digital communications in regional Western Australia to ensure internet accessibility and capabilities are comparable with metropolitan services.

Drug and Mental Health Facilities

That this State Convention of The Nationals WA calls on the State and Commonwealth Governments to invest in community support services, community treatment services and community bed-based residential rehabilitation services for those with mental health, alcohol and other drug problems in regional WA.

Wine Tourism Rebate

That this State Convention on The Nationals WA endorse the Wines of Western Australia position on the proposed changes to the Wine Equalisation Tax Rebate and call on the Federal Government to consider the economic impact of reducing the rebate cap.

Female Parliamentary Representation

That this State Convention of The Nationals WA directs the party to pursue avenues to improve female representation in the WA State Parliament.

Review of BAM Act

That this State Convention of The Nationals WA calls on the State Government to review the Biosecurity and Agriculture Management Act 2007 (BAM Act) to, with reference to issues with pest control:

  • Determine the effectiveness of Regional Biosecurity Groups;
  • Assess lack of compliance and enforcement issues; and
  • Review the funding model to provide more certainty.

Regional Development Commission Funding

That this State Convention of The Nationals WA calls on the State Government to ensure that Regional Development Commissions continue to have capacity to develop local business cases in accordance with their individual Regional Blueprints to limit duplication in the Department of Regional Development.

Regional Water Charges

That this State Convention of The Nationals WA calls on the State Government to review the current water charges for regional businesses and households with a view to implementing a fairer charge structure.

Young Offenders Act

That this State Convention of The Nationals WA calls on the State Government to amend the Young Offenders Act 1994 to allow for the implementation of broader strategies to rehabilitate young offenders.

State Agricultural Road Network

That this State Convention of The Nationals WA calls on the State Government to plan and fund a strategic agricultural road network, including a practical solution for the 'first mile' to enable growers and contractors to comply with chain of responsibility legislation.

Fire Mitigation

That this State Convention of The Nationals WA calls on the State Government to increase investment into fire mitigation strategies.

Coastal Erosion

That this State Convention of The Nationals WA supports the establishment of a State Government fund to assist local governments to repair and protect or retreat from sites suffering from coastal erosion  that are likely to cause significant impact on coastal communities and related infrastructure in line with CHRMAP processes.

Container Deposit

That this State Convention of The Nationals WA calls on the State Government to ensure the benefits of the State’s container deposit scheme can be readily accessed by people in regional and remote WA.

Dementia Beds

That this State Convention of The Nationals WA supports the provision of secure, high care facilities in each health region for people suffering from advanced and high level dementia (tier 6 and 7).

Government Contractors

That this State Convention of The Nationals WA asks the State Government to undertake a review of all Government contract payment terms to contractors with the aim of addressing the issue of non-payment and delayed payment to all sub-contractors, not covered by the current review of the Construction Contracts Act.

Betting Advertising Restrictions

That this State Convention of The Nationals WA calls on the Federal Government to restrict advertising by betting agencies during any sports broadcast or G or PG-rated program on TV, radio and in cinemas and makes it mandatory for any such advertisement to include a gambling helpline contact.

Backpacker Tax

That this Convention of The Nationals WA supports fair taxation of holiday visa workers (backpackers) and calls on the Federal Government to consider ways to incentivise such employment in regional areas including access to superannuation entitlements.

Recognition of Aboriginal and Torres Strait Islander People in the Australian Constitution

That this State Convention of The Nationals WA supports the principle of the recognition of Aboriginal and Torres Strait Islander peoples in the Australian Constitution.

Rangelands Reform

That this State Convention of The Nationals WA calls on:

  • the State Government to continue the Rangelands Reform process to enable a broader range of sustainable land uses (such as carbon farming), increase investment and improve security of tenure; and
  • both the State and Federal Government to assist lessees seeking to extend or convert a current lease with the negotiation and settlement of Indigenous Land Use Agreements (ILUAs) so land tenure issues can be resolved in a timely and cost-effective manner

The Nationals as an Independent Party

That this State Convention of The Nationals WA reaffirms the Party’s independent political stance as the only party that represents the country regions of Western Australia, now and in the lead up to the next election.

Regional Representation in Parliament

That this State Convention of The Nationals WA direct the Parliamentary National Party to consider all measures necessary to protect regional representation in the Parliament of Western Australia.

Modernising Site Agreements

That this State Convention of The Nationals WA calls on the State Government to modernise all State Agreements, including those involving BHP Billiton and Rio Tinto, to reflect modern needs and ensure that all companies involved in the resources sector have updated obligations that reflect 21st century requirements.

Alternative Power Generation

That this State Convention of The Nationals WA supports the renewable energy sector and calls the State and Federal Governments to support projects based in the regions.

FIFO Inquiry Recommendations

That this State Convention of The Nationals WA calls on the Federal Government to implement the recommendations of the Inquiry into the Fly-in, fly-out and drive-in, drive-out workforce practices in Regional Australia in particular the following recommendations relating to the Fringe Benefits Tax Assessment Act 1986 to examine the:

  • Removal of impediments to the provision of residential housing in regional communities
  • Removal of the exempt status of fly-in, fly-out/drive-in, drive-out work camps that are co-located with regional towns
  • Removal of exempt status of travel to and from the workplace for operational phases of regional mining projects
  • Enable specific exemptions for construction projects that have a demonstrated limited lifespan
  • Enable specific exemptions for projects in remote areas where the fly-in, fly-out/drive-in, drive-out work practice is unavoidable
  • Remove the general exemption for fly-in, fly-out/drive-in, drive-out workers from 12-month limit of payment of the living away from home allowance

Illegal Mobile Phone Boosters

That this State Convention of The Nationals WA calls on the State and Federal Governments to respond urgently to the rise of illegal mobile phone boosters and repeaters by improving education, enforcement of current regulations and ensuring the cost effectiveness of legal devices.

Tourism Officer

That this State Convention of The Nationals WA calls on the State Government to review the five regional tourism organisations and assess the possibility of appointing Tourism Development Officers in each of the State’s nine development commissions regions to coordinate, promote and develop tourism products.

Tourism Industry Regional Accommodation Fund

That this State Convention of The Nationals WA calls on the State Government to introduce a Tourism Industry Regional Accommodation Fund with a specific focus on providing matching funding for private sector operators (excluding major hotel chains and franchises) to invest in new or upgraded tourist accommodation.

Regional Aged Care

That this State Convention of The Nationals WA calls on the State and Federal Governments to ensure there is sufficient acute care (aged care) capacity in regional and local hospitals and external aged care facilities.

Telecommunications Infrastructure on State Lands

That this State Convention of The National WA calls on the State Government and the Minister for Lands to urgently implement a framework to facilitate, where appropriate, critical communication infrastructure on State lands.

Regional First Homebuyers Grant

That this State Convention of The National WA calls on the State Government to assist first homebuyers in regional WA by allowing them to apply for a grant of up to $7,000 regardless of whether they are building a new home or purchasing an existing property.

Grain Freight Network

That this State Convention of The National WA calls on the Minister for Transport to:

  • Immediately prioritise road works on the major east-west road routes in the electorates of Central Wheatbelt, namely, dual carriage way works between the Lakes turn-off and Northam on the Great Eastern Highway, widen and resurface the Goomalling-Merredin Road and complete works on the York-Quairading Road;
  • Progress the recommendation of the Grain Freight Network Parliamentary Inquiry to assess whether parts of the Grain Freight road network should be converted from Local Government to State Government responsibility; and
  • Quarantine maintenance funding for the Grain Freight Network within the MainRoads WA budget as was originally intended

Sale of Fremantle Port

That this State Convention of The National WA calls the State Government not to sell the Fremantle Port unless there is guaranteed, unconditional security of access on fair commercial terms for industry and regional Western Australia.

Mining Levies

That the State Convention of The Nationals WA supports costs associated with the reform of the environmental regulations undertaken by the Department of Mines and Petroleum being recouped from rates and charges on mining and exploration tenements rather than through additional cost recovery fees and charges.

Kangaroo Harvesting

That this State Convention of The Nationals WA calls on the State and Federal Ministers for the Environment to prescribe commercial harvesting quotas for individual State Kangaroo Management Areas, rather than at the Population Management Zone level.

Workers Camps

That this State Convention of The Nationals WA, noting a recent decision by Chevron to build workers’ camps 30km from the town of Onslow, calls on the State Government to ensure worker’s camps are not established within 60km of an existing town.

Regional Education Reform

That this State Convention of The Nationals WA calls on the State Government to implement reform in the following areas of regional education in order for the Department of Education to receive Royalties for Regions funding:

  1. Early Childhood Learning;
  2. Leadership Quality;
  3. Teacher Quality and Retention;
  4. Quality and Delivery;
  5. Technology;
  6. Regional Schools;
  7. Distance and Indigenous Education;
  8. Improved Non ATAR Pathways.

Buy Local Provisions

That this State Convention of The Nationals WA calls on the State Government to ensure all tenders in regional WA require the successful proponent to, where practicable, purchase not less than 30 per cent of required goods and services from within the community where the project is being completed.

Community Resource Centres

That this State Convention of The Nationals WA affirms our support for the Community Resource Centre Network and calls in the State Government to continue funding for this vital service. In addition, this State Conference calls on the State Government to implement the following:

  • A one-off sustainability grant for a three year period to support the Association of Western Australian CRC to achieve identified outcomes;
  • A review of the current Financial Agreement requirements for all Community Resource Centres to ensure greater emphasis is placed on community and social development, recognising that these centres are run by volunteers and not paid Board member; and
  • Ongoing financial support for the creation traineeship positions within each Community Resource Centre

Onshore Oil and Gas Regulations

That this State Convention of The Nationals WA calls on the State Government to ensure that as part of the development of the onshore gas/oil industry there is adequate regulation to guarantee:

      I. Robust baseline monitoring of ground water resources affect by any onshore gas/oil industry development.

     II. Full transparency of any and all chemicals used in the process of extracting onshore gas/oil and open dialogue with all parties affected in the process.

    III. Immediate implementation and regulatory recognition of a Landowners Access Code that protects the right of landowners and ensures their equitable access to legal and professional advice through the development of an independent body oversee arbitration and agreements.

Research Funding

That this State Convention of The Nationals WA calls on the Federal Agricultural Minister to ensure that grains research funding be equitably distributed and that Western Australia’s funding be not less than the WA growers’ annual contribution.

Visas and Regional Settlement

That this State Convention of The Nationals WA calls on the Federal Government to support a decentralised population by linking residency visas to regional settlement locations.

Vaccination Insurance Scheme

That the State Convention of The Nationals WA calls on the Federal Government to introduce a universal vaccination injury insurance scheme.
